The Project Owner (PO) has contracted with Interstate Realty Management Company (IRM) to provide all maintenance and property management services for the family housing at Andrews Air Force Base.

When will housing privatization take place?
The current plan is for the PO to take ownership of all homes at Andrews AFB and begin management of base housing in the Fall '07.

When will new construction begin and end?
The PO will begin mobilization at the time of the real estate closing. New construction and renovation activities will begin in Spring 2008 and are anticipated to be complete within approximately 3.5 years. Demolition activities in areas to be returned to the Air Force will likely occur towards the end of the 6-year Transition Period.

Will I have to sign a lease?
Yes, all on base housing residents will sign a lease.

How long is the lease term?
The initial lease term is 12 months. After the initial term, the lease will automatically convert to a month-to-month lease term.

Is there a security deposit as there is in off base housing?
No, there is no security deposit required. Upon move out, damages more than normal wear and tear will be the resident’s responsibility.

Will I still have to maintain my lawn?
If you have a fenced-in backyard, you will be responsible for maintaining the area within the fence. The PO will be responsible for maintaining all other areas.

Will there still be a Key and Essential list of individual positions with guaranteed base housing?
There will be homes designated for Key and Essential Personnel.

Yes, there will be a self-help store.

Will there be a pet deposit? How many pets will be allowed? Any criteria on how many and what kind?
There will not be a pet deposit and the number of pets will be limited to two. Please note, Liberty Park does not allow exotic pets. An application is required for your pets and that they must be registered with the base vet within 5 days of move in.

Will I be paid BAH or will it go directly to the PO?
You will be paid BAH but it will be directly allotted to the PO through MAC. The amount of money that is deposited into your bank account each pay day will not change.

What avenues will be available to solve problems between the PO and a resident?
A government housing office will be kept to interface with the property management team and provide referral services for off-base housing. This government housing office will deal with issues that may arise between a resident and PO, although most issues will be handled by the PO.

Is there a possibility of nonmilitary members living on base?
Yes, but a number of criteria must be met in order to offer homes to nonmilitary tenants. First the occupancy rate has to drop below 95% for a specified period of time and then, each group below must be offered the opportunity to live on base before moving to the next level.
Level 1 - Other Active Duty Members of the Uniformed Services, National Guard and Reserve Members
Level 2 - Federal Civil Service Employees, Retired Military and Retired Federal
Level 3 - DoD Contractor Employees who are US Citizens Level 4 - General Public (after criminal background check and in a neighborhood that is physically separate from the rest)
